The shooting occurred during a spate of violent attacks on local political figures in the Israeli Arab community.
OCED's report highlighted concerns over the underrepresentation of certain groups, particularly within the haredi and Arab populations.
For education to effectively strengthen the nation as a whole, it must be accessible to the entire Israeli population – including its sizable 21% Arab minority.

Five people were killed and one person was moderately injured in a shooting incident in the northern town of Basmat Tabun.
"We saw the man lying unconscious with no pulse and no breathing and suffering from penetrating injuries to his body," said medic Yishai Levy.
In a separate operation in the village, the police removed 31 security cameras set up by a criminal organization.
Hadash-Ta’al MK Ayman Odeh said violence in the Arab sector was a product of Israeli racism.
