The Police Prosecution Department has indicted National Security Minister Ben-Gvir's driver for reckless driving and running a red light, resulting in a car crash.
Witnesses told Dutch broadcaster NOS that the suspect shouted "Allahu Akbar" ("God is Greater" in Arabic) during the attack.
The wounds of three of the victims were described as life-threatening by German police.
Vincent Sumpter has been charged with eight felonies, including assault as a hate crime, for the incident, according to an arrest report.
One murdered victim was a 66-year-old woman Rina Daniv. Her husband, Shimon Daniv, 69, is in serious condition.

According to initial reports, two additional people were stabbed, among whom was a police officer.
The attempted terrorist rushed towards Border Police officers with a knife but was shot before he could harm any of them.
The terrorist has been neutralized by a civilian, according to Maariv, and an additional suspect was captured nearby.
